What impact will the coming cloud-based information services have on the WDML?

There is currently a very strong movement towards the cloud. This is mainly from the library software companies and the content providers.
Furthermore, the libraries cease to actually possess the digital resources they licensed, but just provide links to the publishers.
Furthermore, there are more and more cloud bases services like http://www.mendeley.com/
While this might change the game for the libraries the question what are the repercussions towards the WDML are.
